Donna M. Noyes, Ph.D., is Co-Director, Bureau of Early Intervention, New York State Department of Health (NYSDOH). Her work in the Bureau of Early Intervention has included all aspects of planning, implementation, and operation of New York’s early intervention service delivery system for infants and toddlers with special needs. She has contributed to a variety of Bureau management activities, including development of program regulations and clinical practice guidelines, reimbursement policies and methodologies, development and launching of the New York Early Intervention System (NYEIS), and implementation of a child and family outcomes system to evaluate the impact of early intervention services on program participants. She served as President of the national IDEA-Infant Toddler Coordinators Association (ITCA) in 2014.
